Penn wrote the "Frames of Government" which followed the same basic structure of government in the other colonies by providing a Governor, a Provincial Council, and a General Assembly. Penn called for eligible voters of Pennsylvania (freemen) to choose 72 people who were known for their wisdom, virtue, and abilities, who served as the Provincial Council. Penn put rules in place to ensure the members of the Provincial Council rotated, so that "all may be fitted for governemnt and have experience of the care and burden of it." Together the Governor and the Council were responsible for proposing legislation, which would be presented to the General Assembly.
